Some countermeasures are developed against these problems : ( 1 ) building water diversion works from other river basin under a comprehensive program ; ( 2 ) strengthening the measures of local sewage treatment and other place sewage control ; ( 3 ) raising water productivity by using water - saving techniques ; and ( 4 ) improving the management of water use 针对这些问题提出了若干对策： ( 1 )认真搞好供水规划，积极争取外调水； ( 2 )加大污水治理力度，包括上游来水的水质控制； ( 3 )搞好节水规划，提高工农业用水的利用效率； ( 4 )健全和理顺水管理体制。
